White House advisers promptly shot down Pruitt's proposal, it was reported.
Trump also announced that Deputy Administrator Andrew Wheeler would take the agency's helm as acting administrator starting Monday.
Wheeler is a former coal industry lobbyist who worked for Faegre Baker Daniels Consulting.
On Tuesday, White House spokesman Hogan Gidley addressed the mounting ethical questions facing Mr Pruitt and said "these things matter to the president as well, and he's looking into those". "That was the position he was originally interested in". As Oklahoma's former attorney general, he waged a legal fight against the environmental rules implemented by the agency he eventually would head.
"Wheeler is much smarter and will try to keep his efforts under the radar in implementing Trump's destructive agenda", Jeremy Symons, vice president for political affairs at the Environmental Defense Fund told Politico in May of this year. Those groups applauded his departure.
"It is deeply concerning that the President has chosen to elevate a coal lobby kingpin even more focused than his predecessor on advancing the toxic Trump agenda and destroying critical protections for the health and safety of families", she said Thursday in a statement.
That alarmed some critics of the agency's policies under the Trump administration. The president cheered his EPA chief's moves to boost fossil fuel production and roll back regulations opposed by corporate interests.
Lions Eat Suspected Rhino Poachers On South African Game Reserve
Poaching is a major issue on the Eastern Cape with nine rhinos killed by illegal hunters on reserves this year. The poachers had a rifle, but they did not get off a shot before the lions took them down, Fox said.
The departure follows years worth of constant scandal and public outrage for Pruitt's constant profligate spending and insider dealing.
If the rights of religious conservatives like him aren't protected, Pruitt said darkly, "it leads to anarchy, it leads to rebellion", something he said would happen in the coming decades.
That earlier tweet came in response to another Washington Post report that detailed Pruitt's attempt to find a job for his wife through donors. He rented an apartment linked to oil industry lobbyists in a pricey neighborhood of the capital for a mere US$50 a night, a sum he only paid for on nights he actually slept there.
"He'll just be quietly working to implement the regulatory reforms that Pruitt started", said Holmstead.
Pruitt's former deputy Andrew Wheeler has been put in temporary charge of the agency.
On May 1, two of Pruitt's employees at the EPA resigned during an ongoing ethics investigation. Iowa Senator Joni Ernst, for example, called Pruitt "about as swampy as you can get". Pruitt is the seventh person to leave a Cabinet-level post in the Trump administration.
In March, Mr Gidley said the president still had confidence in his Veteran Affairs chief David Shulkin "at this point in time". Tom Carper of DE, long a vocal critic of Pruitt's.
