Perry remained the most followed person on Twitter following a platform-wide cull of suspicious accounts.

Removing locked accounts from follower counts won't impact Twitter's monthly or daily active user metrics, the company said on Wednesday.

"Most people will see a change of four followers or fewer; others with larger follower counts will experience a more significant drop", Vijaya Gadde, Twitter's head of legal, policy, trust and safety, wrote in a blog.

The decision had an nearly immediate impact with followers of many noted Indian politicians and film stars seeing a sharp decline.

The crackdown did not spare two leading Kenyan social media influencers Cyprian Nyakundi and Christian Dela. Twitter initially warned that its culling of fake followers would affect about 6% of all follows, so Perry actually may have got off lightly.

In his tweet on Thursday, Dorsey said, "Action on this starts today". Social media maven Kim Kardashian West lost about 1.5 million followers.

Twitter is now clamping down on problem accounts, including all locked accounts.

According to Twitter, the new measures are aimed at improving accuracy in a bid to make the site a "more trusted service for public conversation".

"If we detect sudden changes in account behavior, we may lock the account and contact the owner to confirm they still have control of it", the company stated.

The new measures mean that any user whose account is locked for unusual activity - such as being blocked or sending unusual volumes of Tweets - and who did not respond to a prompt to verify their identity would be excluded from Twitter follower counts.

US President Donald Trump lost about 1,00,000 of his 53.4 million followers and former President Barack Obama lost about 4,00,000 from his 104 million.

Trump's institutional account "POTUS" gained 8,339 followers on Thursday and lost 90,386 followers on Friday.

Actor Deepika Padukone lost over 2.8 lakh followers, Aamir Khan 3 lakh, Hrithik Roshan 2.55 lakh, cricketer Virat Kohli 1.25 lakh and Sachin Tendulkar 2 lakh.
