Removing locked accounts from follower counts won't impact Twitter's monthly or daily active user metrics, the company said on Wednesday.
"Most people will see a change of four followers or fewer; others with larger follower counts will experience a more significant drop", Vijaya Gadde, Twitter's head of legal, policy, trust and safety, wrote in a blog.
The decision had an nearly immediate impact with followers of many noted Indian politicians and film stars seeing a sharp decline.
The crackdown did not spare two leading Kenyan social media influencers Cyprian Nyakundi and Christian Dela. Twitter initially warned that its culling of fake followers would affect about 6% of all follows, so Perry actually may have got off lightly.
Twitter is now clamping down on problem accounts, including all locked accounts.

"If we detect sudden changes in account behavior, we may lock the account and contact the owner to confirm they still have control of it", the company stated.
The new measures mean that any user whose account is locked for unusual activity - such as being blocked or sending unusual volumes of Tweets - and who did not respond to a prompt to verify their identity would be excluded from Twitter follower counts.
