According to the statement, Hetzel is being booked at the Henderson Detention Center in Nevada, on charges of alleged carjacking and alleged kidnapping.
Joseph Hetzel, 52, of Lompoc, was arrested just before 6 p.m. Tuesday and is being held without bail as an out-of-state fugitive, Henderson jail records show.
Investigators believe Hetzel kidnapped Paris in Solvang, California, and drove away in her black Chrysler sedan.

Paris, 55, was sighted Sunday morning at a Starbucks in Goodyear, Arizona where officials say she ordered a drink and told a customer in the shop that she needed help. After two hours of the distress call, Paris told the staff that she was kidnapped by her ex-boyfriend Hetzel.

At around 11 p.m., Hetzel dropped Paris off in front of the Railroad Pass Hotel and Casino in Henderson.
On early Tuesday, the police officers discovered Paris' vehicle in Mesquite, Nevada.
Santa Barbara County Sheriff's officials describe the case as a dynamic investigation that is still in its early stages.
