Meanwhile, Trump's military, diplomacy and intelligence chiefs briefed Congress on the North Korean threat and US strategy to address it. Democrats accused the administration of sending confusing signals to adversaries and allies.

The threat of force and the offer of negotiations can coexist, USA officials said.

The Sunday nuclear test, which Pyongyang said involved a hydrogen bomb which can be mounted on an intercontinental ballistic missile (ICBM), prompted US President Donald Trump to respond by saying that Washington was considering cutting trade with countries which do business with Pyongyang. "Their actions have spoken louder than words. That is plainly clear to us".
